I have just checked the uptime of the Cosmos network and this shouldn’t cause the issue.
In order to find out where this synchronization issue is coming from, can you please indicate your Ledger Live Version? In order to find out which version you are using you can go to Settings > About > App version
Moreover, can you indicate your firmware version? In order to verify your firmware version you can go to the Ledger Live manager
Lastly, you can force synchronisation, you need to clear the cache. In order to clear the cache, you need to click on Settings > Help > Clear Cache
