You cannot simply use any 12 or 24 words. Half of the last word is a checksum, which means that for any given 11 (or 23) words, the 12th (or 24th) there are only a few valid words that will work. You cannot use the first 12 words of a valid 24 word seed. Those 12 words on their own don’t have a valid 12th word. You would have to change the 12th word to something else.
