Ich habe den Ledger von der offiziellen Website bestellt und das Paket geöffnet erhalten, wobei das äußere Paket teilweise mit einem zufälligen Klebeband des Heimatschutzministeriums wieder verschlossen wurde.

Im Inneren war das Buch aus seiner Plastikverpackung genommen worden und schien geöffnet worden zu sein.

Wie soll ich am besten vorgehen?

I think the Ledger will tell you if it is legit. Customs would have no idea what to do with a Ledger.
