The ETH for the gas fees have to be on the exact same address to pay for the transaction. So you need some ETH there before it will let you send.

Could you not use the polygon network to send it back to coinbase? Coinbase just announced that it should be live to send ETH on polygon

ETH is scrap. It DOESN’T work for real world applications, small transactions are forbidden. I personally avoid at all costs.
