To answer your question, no – Ledger Live and Ledger devices are not CEX’s (centralized exchanges).
Ledger Live is just a wallet interface UI that you can use in conjunction with your Ledger hardware wallet. You can use other wallets with your Ledger as well, such as [MetaMask](https://www.ledger.com/academy/security/the-safest-way-to-use-metamask) or [Phantom](https://support.ledger.com/hc/en-us/articles/4408131265169-Set-up-and-use-Phantom-to-access-your-Ledger-Solana-SOL-account?docs=true) for example.
As long as you have your 24 word recovery phrase, you’ll be able to use it with **any** BIP39 compliant wallet. This means that in the case of Ledger hypothetically going bankrupt or disappearing, you will **always** be able to access your funds with your 24 word recovery phrase (aka your private keys).
