Bitcoin doesn’t come with emails. That sounds like you may be on `palpay.ru` instead of `paypal.com`. Just kinda feels like a some malware on your laptop that is hijacking your paypals crypto sends then throwing up some random “send again, address is busy” answer.
In either case, then sent BTC sounds gone. If it’s not on Ledger, then lesson learned I suppose.
I hope I’m wrong, and that paypal has some type of “register your BTC address to interact with paypal”, but this would be the first I’ve heard of such a thing. Perhaps some new EU regulation I’m not aware of or something.
